Haikou: New energy vehicle industry is "running faster and faster"

Recently, in the assembly workshop of Hainan Yuancheng New Energy Commercial Vehicle Factory (hereinafter referred to as Hainan Yuancheng) located in Haikou National High-tech Zone, batches of vehicles with completed interior assembly were transported to the production line by robotic arms. Workers meticulously carried out hundreds of key processes to ensure the high-quality production of each new energy commercial vehicle.
“At present, our products mainly meet the needs of the local market in Hainan.” The relevant person in charge of Hainan Yuancheng introduced that the cars manufactured by the Hainan factory have been widely used in the fields of municipal sanitation, cold chain logistics, etc. in Hainan. The factory also focuses on the two major technical routes of “alcohol hydrogen” + “electric” to help Haikou accelerate the promotion of new energy commercial vehicles and the construction of industrial ecology.
Although the products are currently mainly sold locally, Hainan Yuancheng has begun to actively plan the “going overseas” strategy.
“Geely Commercial Vehicle is in early contact with potential partners in Indonesia, Cambodia and other places, focusing on promoting heavy truck models suitable for mineral transportation and light truck models for cold chain logistics.” The relevant person in charge of Hainan Yuancheng said that the company plans to adopt a gradual “going overseas” strategy. In the early stage, it may conduct market testing through small-batch exports, and then promote it on a large scale after the market acceptance is improved.
Kandi Electric Vehicles is also expanding its overseas market. At the Hainan base of Kandi Group, new models are constantly driving from the R&D workshop to the production line, accelerating their investment in overseas markets, and becoming a strong driving force for the development of the company. “This year we will continue to deepen our international market, focusing on developing emerging overseas markets such as the Middle East, Southeast Asia, and Australia.” Xiao Ye, deputy general manager of Kandi Electric Vehicles (Hainan) Co., Ltd., said confidently.
The vigorous growth of the industry is inseparable from the continuous nourishment of policy soil. In recent years, Haikou City has introduced a series of policies to provide solid policy guarantees and a good market environment for the development of the new energy vehicle industry.
After Haikou was selected as one of the first pilot cities in the national pilot zone for the full electrification of public vehicles in November 2023, it quickly established a special working group and issued relevant implementation plans to include the promotion and application of new energy vehicles in the assessment goals of high-quality development. At the same time, Haikou actively promotes the development of intelligent connected vehicles, and the Haikou-Sanya-Qionghai consortium has been selected as a national intelligent connected vehicle “vehicle-road-cloud integration” application pilot city.
In addition, the Haikou Municipal Bureau of Commerce continues to stimulate the vitality of the automobile consumer market through the “two-wheel drive” of policy guidance and financial support. In 2024, Haikou invested 23 million yuan to carry out the “trade-in” subsidy for cars, and the “replacement and renewal” policy directly boosted car consumption by 14.206 billion yuan; in the first quarter of 2025, another 23 million yuan was invested to increase the “trade-in” subsidy.
According to statistics, since 2022, Haikou has invested a total of 116 million yuan in automobile consumption subsidies. Stimulated by policies, Haikou’s new energy vehicle market has shown a booming development trend.
“In the first quarter of this year, the city added nearly 20,000 new energy vehicles, accounting for 56.73%. As of now, the proportion of new energy vehicles in Haikou has reached 20%, and on average one in every five vehicles is a new energy vehicle.” A relevant person in charge of the Haikou Science, Industry and Information Bureau said that in the next step, Haikou will further leverage its own advantages, expand the new energy vehicle industry chain, expand the full-domain application market of new energy vehicles, and create a development plan for intelligent connected vehicles, and strive to promote the level of electrification of vehicles in the public sector and support the accelerated development of the new energy vehicle industry.
